Project CCTV System Upgrade Project, Information Technology Master Planning

Technology Implementation, Technology Planning

Memphis International Airport (MEM) is located 9 miles from the business center of East Memphis and 11 miles south of downtown Memphis, Tennessee. Memphis is home to worldwide shipping company Federal Express (FedEx), which uses Memphis Airport as a “SuperHub” making it the busiest and largest cargo airport in the world.

Project Description

Security System Upgrade Project Communications Infrastructure

The JW Group personnel were responsible for the development of a new communications infrastructure to support the Security System Upgrade at Memphis International Airport. The communications infrastructure included communications rooms, fiber optic backbone cabling, local area network, and supporting infrastructure. Included in the scope of work was the development of a Basis of Design, Design Development Documentation, and Construction Documentation detailing equipment specifications, infrastructure and network drawings, rack elevations, and cost estimates. Finally, The JW Group provided construction administration services to oversee the implementation of the new communications infrastructure to ensure conformance to the contract documentation.

Information Technology Master Plan (ITMP) and Distributed Antenna System

The JW Group personnel was part of team responsible for the development of an Information Technology Master Plan for the Memphis Shelby County Airport Authority (MSCAA). The ITMP included a current conditions report, industry best practices, gap analysis, system and staffing recommendations, and financial analysis. Included in the ITMP were airport communications and IT systems, airline and airside operations systems, airport landside operations systems, airport safety and security systems, airport facilities and maintenance systems, airport development systems, and airport administrative systems. As a follow on project to the ITMP, the JW Group personnel developed Request for Proposal documentation for the implementation and management of a carrier neutral Distributed Antenna System to support cellular service throughout the facilities. The RFP documentation included the business and revenue sharing business arrangement that was coordinated with the MSCAA properties department.

Multi User Flight Information Display Systems (MUFIDS)

The MEM MUFIDS project’s scope of work consists of a preliminary planning effort to identify short and long term goals associated with a MUFIDS, required functionalities, interfaces, integration requirements, initial locations for display devices, and elements to be included in the initial implementation as well as future phases of a MUFIDS deployment. Following the planning effort, procurement documentation (in the form of construction documents) was developed for the base implementation. The base implementation includes Flight Information Displays (FIDs), Baggage Information Displays (BIDs), Gate Information Display System (GIDS) capabilities (to be implemented in future phases), and Visual Paging to support ADA compliance. The design includes the system software and head-end equipment, display configurations and locations, and mounting requirements for the monitors for each of the various display configurations associated with the MUFIDS. Phase 1 of the project consists of the long term implementation plan which includes a site inventory and conceptual design of the base system. Phase 2 consists of the development of procurement documentation. Phases 3 and 4 included in the scope of work provide bidding and award assistance as well as assistance during the implementation phase.

Perimeter Fence Intrusion Detection System

The project scope of work consisted of the design and development of a Perimeter Intrusion Detection System (PIDS) providing primary and secondary detection measures for the identified perimeter area at MEM. The JWG personnel were responsible with design and development of the infrastructure elements that supported the PIDS. These elements included communications room upgrades and modifications, cabling infrastructure, and other associated infrastructure hardware and equipment

Members of the design team served as the lead technology consultants for the project. Work scope includes:
  • Planning and Analysis
  • Cost Estimates
  • Construction Documentation Preparation
  • Bidding Services
  • Construction Administration Services
