As part of an ongoing process to essentially decentralize and further relieve Benito Juarez International Airport as part of the newly created Metropolitan Airport System (SMA), the United States Trade and Development Agency (USTDA) received funding requests for Feasibility Studies for three airport expansion projects. The projects included a runway expansion project at San Luis Potosí International Airport (SLP), a cargo expansion project at Puebla International Airport (PIA) and a Master Market and Development Plan for Querétaro International Airport (QIA).

Project Description

Definitional Mission for Airport Expansion Projects in Mexico

Our team was contracted by the USTDA to conduct a Definitional Mission (DM) in order to assess and analyze the viability of the funding requests and to determine other feasible aviation projects which would support regional growth and promote U.S. exports of goods and services to Mexico.

Services Rendered

  • An on-site assessment of the existing airport facilities at San Luis Potosí (SLP), Querétaro International Airport and Puebla International Airport. The assessment included an inspection of the passenger terminal, terminal aircraft apron, airport access roads and terminal related parking areas.
  • Technical coordination meetings with representatives from each airport as well as local municipalities and federal authorities.
  • Development of Rough Order of Magnitude (ROM) costs for each proposed expansion project.
  • Socio-economic analysis identifying how the proposed projects will affect regional growth.
  • Identification of environmental, security and safety implications for the proposed projects.
  • Assessment of project related risks and financial viability for each project.
  • Preparation of a Definitional Report outlining all findings.
  • Preparation of Terms of References (TOR) for all recommended studies.
  • Determination of project schedules and project costs in order to complete a Feasibility Study for each recommended project.
